The LRTP identifies how the region intends to invest in the transportation system. Federal law requires the plan, “include both long-range and short-range program strategies/actions that lead to the development of an integrated intermodal transportation system that facilitates the efficient movement of people and goods.
The TIP is used to identify transportation projects and strategies HEPMPO will pursue over the next four years. These projects reflect the investment priorities detailed in the LRTP. All projects receiving Federal funding must be in the TIP. The Eastern Panhandle Transit Authority and Washington County Transit uses the TIP development process of HEPMPO to satisfy public hearing requirements of 49 U.S.C. Section 5307(b). The TIP public notice of public involvement activities and time established for public review and comment on the TIP satisfies the program-of-projects requirements of the Urbanized Area Formula Program.
The UPWP lists the transportation studies and tasks that HEPMPO staff will perform to support the metropolitan transportation planning process. The UPWP also includes HEPMPO’s budget by fiscal year.
The PPP describes how HEPMPO involves the public in the metropolitan transportation planning process and provides access to planning documents and information.
TDPs are prepared to provide a short term service plan for the Transit operator. Generally, TDPs are five year plans that evaluate existing services, project future service needs, and evaluate how to improve services over the five year period. The HEPMPO has two major public service providers in the region: Washington County Transit that operates in Washington County, Maryland and the Eastern Panhandle Transit Authority that operates in Berkeley and Jefferson Counties, West Virginia.
HSTPs identify the transportation needs of individuals with disabilities, older adults, and people with low incomes, provide strategies for meeting these needs, and prioritize transportation services for funding and implementation.
